Even if a company has 5 of more delegates to maintain multiple memberships in different SDOs is a very complex management process. Clearly delegates cannot get ill. When conference calls are very often, some WGs have 5 Conference calls in 2 weeks (may be not all calls are official), for a delegate to be on holiday for 14 days is a problem (which is almost inevitable in June-August). Also for the secretaries to produce a Voting List 7 days prior to a Physical Meeting, this is complex to manage. There must be a way to capture the intention of those who drafted the working procedures in a more usable & manageable way. It seems that not everyone was aware of that aspect, so I am sending this email to all WGs and to TP to make sure that everyone is aware of the situation. According to the Working Procedures Document agreed at SC#6, Section D2 makes it clear that conference can be considered Ordinary meetings of the WG, and Section 26 talks about how the voting list is calculated from the attendance at meetings whether they are face to face or electronic. I have copied the sections below for your convenience. May I request that any discussions on this subject take place on the Methods and Process exploder list oneM2M_MandP@LIST.ONEM2M.ORG rather than on the WG or TP lists. Regards Gerry “D2 Ordinary meetings Ordinary meetings are the ones where regular business of the TP or WG is conducted. Such meetings are normally chaired by the Group's Chair or, if unavailable, a Vice Chair. Ordinary meetings that are to be conducted face-to-face should be scheduled at least six months prior to the opening day of the meeting. Ordinary meetings that are to be conducted solely via electronic means should be scheduled at least 14 days prior to the opening day of the meeting. “ Article 26 Management of quorum in TP and WG TP and WG meetings may be conducted via electronic means or face-to-face. Face-to-face meetings may provide the means for participation via electronic means. However, the face-to-face meeting shall not be delayed to accommodate technical difficulties encountered with such electronic means. Further, participation via electronic means at a face-to-face meeting does not constitute attendance for the purposes of voting rights or quorum. a) Voting list The TP and each WG shall maintain a voting list for ordinary meetings: a list of Members eligible to vote in that group. The voting list shall be published and made available to the members at least 7 days in advance of each meeting. The voting list shall be a proper sub-set of the member list: b) On creation of new group When a new group is formed the voting list is empty. For the second meeting of a newly formed group, the voting list is a copy of the attendance list for the first meeting. a) Addition to voting list A Member or Partners Type 2 shall be added to the voting list at the end of the second consecutive meeting at which that Member or Partners Type 2 is represented. b) Removal from the voting list A Member or Partners Type 2 shall be removed from the voting list if they are not represented at three consecutive meetings. The removal shall take place at the end of the third consecutive meeting at which that Member or Partner Type 2 has not been represented.
